So you and I can be forgiven for not knowing to check for that option because it's like Brigadoon. It almost never exists. But on my wife's computer, there it was. Plain as day. She was having a problem with Chrome opening PDF a file type automatically after downloading. The option doesn't specify which file types are "certain file types" because that would ruin the surprise.
But there I was. The Human Google. Husband Man. Wizard of All Geekdom. The Tech Guy. So I put on my metaphorical wizard's hat, waved my magic wand fine, I pushed my mouse , and clicked Clear. Use the toggle switch next to Download PDF files instead of automatically opening them in Chrome to turn the feature on or off. When turned on, the toggle should appear blue and switched on to the right.
If turned off, it should appear gray and switched off to the left. To test the setting change, select a PDF document file in Chrome. If you turned on the setting, you should see the file download to your computer. If you turned off the setting, the PDF should open in a new tab Chrome. It's not necessary to close and reopen your Chrome browser for the setting change to work, but if you experience problems, restart the browser.

You misunderstood the question, which was about Chrome opening the PDF file for display, instead of downloading it. Your response has nothing to do with PDF files. Also, the default location where Chrome stores downloads is found and can be set on the Advanced Settings page, along with the "ask where to save each file before downloading" checkbox -- which is rather annoying when you turn it on.
